Graduated successively from The Chinese University of Hong Kong and the School of Drama of The Hong Kong Academy for Performing Arts, Leung is among the first generation of theatre practitioners to receive professional training from local institution in Hong Kong. He has worked as an actor, director and producer, and has also served in the government, responsible for programme planning and venue management. He joined the Hong Kong Repertory Theatre in 2001 and assumed the position of Executive Director in 2019. From 2013 to 2016, with joint sponsorship from the West Kowloon Cultural District and the Hong Kong Arts Development Council, he conducted in-depth research visits to theatres and theatre companies in five countries—Germany, the United States, the United Kingdom, South Korea and Japan—focusing on their development and operational models.
 
Leung’s extensive experience as a producer numbers nearly 200 dramatic works, including the musical 1941 Girl ! (Actors’ Family), Secret of Resurrection, De Ling & Empress Dowager Ci Xi, Love in a Fallen City, A Bowlful of Kindness and Playwright Matthew Cheng’s Hong Kong trilogy (The Last Supper, The Sin Family and Auspicious Day). His numerous Best Production/ Best Overall Performance productions garnering Hong Kong Drama Awards include A Dream Like a Dream (Professional World Premiere), Secret Love in Peach Blossom Land (Hong Kong version), Field of Dreams - a musical, Shed Skin, The Emperor, his Mom, a Eunuch and a Man and Hu Xueyan, my Dear.  In 2019, he received Best Producer for Hu Xueyan, my Dear at the 2^nd Chinese Theatre Awards, and in 2022 he was again selected as one of the Best Producers in Chinese Theatre.
